We have a Muslim minority who are so large in numbers that they cannot, even if they want, go anywhere else. That is a basic fact about which there can be no argument.

Whatever the provocation from Pakistan and whatever the indignities and horrors inflicted on non-Muslims there, we have got to deal with this minority in a civilized manner. We must give them security and the rights of citizens in a democratic State.

If we fail to do so, we shall have a festering sore which will eventually poison the whole body politic and probably destroy it. One of India’s major concerns has been the composition of the Security Council, which has remained largely static while the UN General Assembly membership has expanded considerably.

India considers that this has harmed the representative character of the Security Council. It also argues that an expanded Council, with more representation, will enjoy greater support in the world community.

Critically examine India’s concerns and arguments about the composition of the Security Council. 5

19. Read the passage given below carefully and answer the following questions :
While the cold war was an outcome of the emergence of the US and the USSR as two superpowers rival to each other, it was also rooted in the understanding that the destruction caused by the use of atom bombs is too costly for any country to bear.

The logic is simple yet powerful. When two rival powers are in possession of nuclear weapons capable of inflicting death and destruction unacceptable to each other, a full-fledged war is unlikely. Explain the cold war scenario and reasons behind it not turning out to be a full-fledged war? 5
