Q. No. 1. (a) Explain “State” as provided under Art. 12 of the Constitution with reference to decided cases. Marks : 15

Explain the principles of equality as laid down under Art. 14 of the Indian Constitution.

(b) The passport authorities have refused to issue the passport to “A”, a citizen of India, to go abroad. Can the Authorities be compelled to issue the passport ? Decide. Marks : 5
OR
The State Government issued an order under Art. 15(4) of the constitution reserving 68% of seats to backward and more backward classes and 32% seats made available to the merit pool in the Medical and Engineering Colleges. The validity of the order was challenged by a student who had secured more marks than those admitted under the order. Decide.
